A university that charges no tuition fees or only nominal administrative fees, typically funded by the government.
Several countries offer free or near-free tuition at public universities, even for international students. Germany is the most prominent example — all public universities charge only a semester fee of EUR 150-350 (which includes public transit passes). Norway offers completely free tuition at all public universities regardless of nationality. Finland provides free tuition for EU/EEA students and charges non-EU students at master's level only. France charges nominal fees (EUR 170-243/year at public universities for EU students, EUR 2,770-3,770 for non-EU). The Czech Republic offers free tuition for programs taught in Czech. Austria charges minimal fees (EUR 363/semester for non-EU students). These policies reflect a belief that higher education is a public good. While tuition is free, students must still cover living expenses, which vary significantly by country — from EUR 400/month in Prague to EUR 1,500/month in Oslo.
